Procurement Technical Assistance Program (PTAP)
The NH Procurement Technical Assistance Program exists to help New Hampshire client businesses whether large, small, newly established, minority or women-owned obtain the information needed to bid competitively on Department of Defense, federal, state and local contracts.

NH EPSCoR
New Hampshire became a member state in the National Science Foundation's Experimental Program to Stimulate Competitive Research (EPSCoR) on August 15, 2004. With an annual budget of over $400 million, EPSCoR's goal is to "maximize science and technology resources as a foundation for economic growth through partnerships among universities, industries, state government, and the federal research and development enterprise." EPSCoR aids researchers and institutions in securing federal R&D funding, and is managed at the state level by a planning group drawn from business, government and academia.

SBDC
The New Hampshire Small Business Development Center offers free, one-on-one, confidential business counseling, low cost training programs, and access to information and referral. Specialized services include environmental counseling, manufacturing assistance, international trade programs and innovative economic development initiatives.

The Department of Defense SBIR and STTR programs fund early-stage R&D projects at small technology companies projects that serve a Department of Defense need and have commercial applications.

Small Business Technology Transfer (STTR) program
The STTR Program provides up to $600,000 in early-stage R&D funding directly to small companies working cooperatively with researchers at universities and other research institutions.
Small Business Administration (SBA)
The US Small Business Administration was created by Congress in 1953 to help America's entrepreneurs form successful small enterprises. Today, SBA's program offices in every state offer financing, training and advocacy for small firms. In addition, the SBA works with thousands of lending, educational and training institutions nationwide.

Business.gov is an online resource guide designed to provide legal and regulatory information to America's small businesses. Because laws and regulations affect every aspect of business strategy, topics covered on the site range from the most basic and crucial, such as choosing a business structure or hiring a lawyer, to highly specialized issues such as e-commerce and exporting.
The site also acts as a gateway to federal, state and local information that affects small businesses. From the site, Business owners may quickly check zoning codes for their local area, or file a complaint with the Office of the National Ombudsman.

USDA Rural Development
USDA Rural Development promotes economic development by supporting loans to businesses through banks and community-managed lending pools. They offer technical assistance and information to help agricultural and other cooperatives get started and improve the effectiveness of their member services. Economic Development Administration (EDA)
The Economic Development Administration was established under the Public Works and Economic Development Act of 1965 (42 U.S.C. 3121), as amended, to generate jobs, help retain existing jobs, and stimulate industrial and commercial growth in economically-distressed areas of the United States. EDA assistance is available to rural and urban areas of the Nation experiencing high unemployment, low income, or other severe economic distress.

New Hampshire Business Finance Authority (BFA)
The Business Finance Authority was created in 1992 to foster economic development and create employment in New Hampshire. The BFA accomplishes these objectives by working with New Hampshire's banking, business, and economic development sectors to develop and implement programs which expand the availability of credit in the state. BFA customers include manufacturers, small and medium-sized businesses, health providers, and nonprofit educational and cultural organizations.

International Trade Resource Center (ITRC)
The International Trade Resource Center serves New Hampshire companies interested in initiating or expanding their export efforts. The Trade Center's alliance of state, federal and private sector organizations - all conveniently housed in one single location - offers a full spectrum of information, programs and customized services. E-Trade Federation
Based at the New Hampshire International Trade Resource Center, the E-Trade Federation is a worldwide network of select partners who are professionals and/or specialists in market-specific commerce. Each partner is hand selected by the N.H. Office of International Commerce, based upon market penetration expertise and level of contacts. By making use of audio- and video conferencing, important face-to-face meetings can be held anywhere in the world from the ITRC in Portsmouth. The E-Trade Federation can be sued for product demonstrations, meetings with agents and distributors, training, repair and maintenance, sales and marketing meetings, remote trade show presence, targeted marketing initiatives with addition use of video-taped presentations. Inventors Assistance
The best protection an inventor can have is accurate information about the process of innovation the protection and commercialization of an invention.
An invention is technically the realization of the practical solution to a problem. An idea by itself is not protectable as the property of a person unless another agrees to recognize it as such in a contract prior to disclosure. Once an idea has been communicated, it becomes public property. The same can happen with an invention. Once an invention has been deemed to be in the public domain, the inventor can claim no rights in it. This is why it is important to inform yourself of your rights and duties as an inventor.
Whether an inventor wishes to sell rights in an invention or wants to go into business for him/herself, the inventor needs to learn everything possible about the industry in which the invention would fit, if one exists. One should research the best ways to approach a potential licensee or investor. There is unfortunately as yet no one-stop shopping in commercialization. It is the independent inventor's responsibility to educate him/herself in the innovation process.
Taking an idea and moving it from concept to commercialization is a complex task requiring expertise in the areas of law, management, technology and finance.
Evaluation Services Available
The Wisconsin Innovation Service Center (WISC) is a non profit program partially sponsored by the University of Wisconsin-Whitewater, the University of Wisconsin-Extension Small Business Development Centers, and the U. S. Small Business Administration. The WISC specializes in new product and invention assessments and market expansion opportunities for small manufacturers, technology businesses, and independent inventors. Technical experts and researchers use an extensive array of resources to analyze information on technical feasibility, existing patents, market size, competitive intensity, demand trends, and other areas. WISC's research products cover product feasibility, competitive intelligence, distributor assessment, and customer satisfaction.
